Support for Colleges Applied Research & Development Fund (CARDF) projects is based on a college having sufficient resources and capacity to complete the work proposed in their application. Due to this, the majority of the project must be done by the college and not university students.
Contracting with a university student to complete a portion of the proposed work may be acceptable on a case-by-case basis if the amount of funds to support university students is relatively small in relation to the overall project budget. If approved the funds must be paid directly to the university student by the college who will be treated as a contract worker (i.e., the working relationship is with the students and not with the university).
Please note, in such scenario, the college must attest that they are adhering to Broader Public Sector (BPS) guidelines when setting up the contracting arrangement with the student.
